You have to delete the address from the Lists - Address List.
When you clear a person's address, it just removes that address from the person, it doesn't remove it from the address list.
When you do a GEDCOM, only the addresses and places associated with people you export are exported, so that does get rid of any addresses that are no longer associated with anyone.
When deleting an address from the address list, you get a confirmation question first, then, if the address is attached to someone, you get another confirmation window telling you it is attached to someone, are you sure you want to delete it?
