When I try to scan a picture, it brings up my digital camera or other wrong scanner. How do I make it use the scanner I want?

RootsMagic will use the scanner set up as the Windows default.

You can use a program like IrfanView (downloadable for free at http://www.irfanview.com/) to set the default scanner. Use "File > Select Twain source" from the IrfanView menu to set your default scanner.
